MINNEAPOLIS — A federal judge has refused to dismiss a class action brought by residents in a Minneapolis neighborhood who claim they face a threat of cancer and diminished property values resulting from toxic trichloroethylene (TCE) vapors that migrated from the defendant’s nearby industrial facility.
