NEW YORK - A retired New York City police officer seeking disability retirement benefits based on his claim of lung disease from his part in rescue operations after Sept. 11, 2001, failed to persuade an appellate court to overturn adverse rulings by the police medical board and the Police Pension Fund Board of Trustees.
