SANTA ANA, Calif. - The owners of a Costa Mesa rental home allegedly concealed the presence of standing water that fostered mold growth in a crawl space beneath the home, exposing the tenants to unhealthy conditions, to ensure monthly rental payments and prevent the expenditure of repairing the conditions.
