LITTLE ROCK, Ark. - Saying that Simon Property Group was guilty of "bobbin' and weavin,' a federal judge ordered the mall developer to expedite a multi-million-dollar repair project at a Little Rock mall to alleviate water damage and mold from leaky roofs and faulty air-conditioning systems.
