MINEOLA, N.Y. - A New York judge has declined to dismiss an action for tax relief by the owners of a Long Island apartment complex undergoing extensive repairs for water damage and mold, saying the evidentiary deadlines imposed by local tax authorities were arbitrary and unreasonable.
