NEW YORK — A policyholder has sued a Write Your Own flood insurance carrier and the Federal Management Agency, demanding payment of $3,923 to resolve his Superstorm Sandy damage claim, asserting that defendants breached their contractual obligations by failing to pay the overdue sum.

In a complaint filed Feb. 27 in the U.S. District Court for the Eastern District of New York, the plaintiff also seeks injunctive relief under the Administrative Procedure Act.
