TRENTON, N.J. — A New Jersey federal judge has left it to the state courts to decide whether an insurance broker can be held liable for unjust enrichment and negligence claims asserted by a plaintiff who also sued his insurer over coverage of Superstorm Sandy damage.

In an Aug. 26 decision remanding the lawsuit to New Jersey Superior Court, Judge Michael A.
