WHITE PLAINS, N.Y. — An insurer that was sued over coverage of Superstorm Sandy flood damage has failed in its attempt to persuade a New York judge to revisit her decision to apply a deductible to the claim that was nearly $2 million less than what the insurer said was applicable.
