STATEN ISLAND, N.Y. — A New York judge had refused to certify a class of plaintiffs who sued Consolidated Edison Co. of New York Inc. blaming the utility for costly delays in restoring power to their residences after Superstorm Sandy.

Richmond County Supreme Court Justice Philip G. Minardo said in a Feb. 3 ruling that the unique nature of each plaintiff’s claim for damages against Con Ed would require individualized analysis that undermines the purpose of class certification.
