NEW YORK — A food retailer that is part of a 100-store co-op in New York City is asking a federal judge to declare that terms of a windstorm endorsement in a policy issued by Federal Insurance Co. conflict with a flood exclusion the insurer is using to deny coverage for much of the retailer’s Superstorm Sandy claim.
