Judge Allows 2nd Deposition of Witness in Delaware River Spill Suit

PHILADELPHIA - A federal judge said he would allow plaintiff ship owners to depose a non-party fact witness for a second time over defendants' objections because the witness has indicated he wishes to change some of his testimony but does not want to travel to Philadelphia for an upcoming trial.
