PHILADELPHIA - A Pennsylvania federal judge has dismissed a suit brought by Pacific Employers Insurance Co. against a Belgian reinsurer for lack of personal jurisdiction, ruling that the defendant had no "continuous and systematic contacts" in Pennsylvania and did not "purposely direct" its business activities to the state.
