PHILADELPHIA - Pacific Employers Insurance Co. is asking a federal judge to reconsider his ruling that a $1 million cap in a facultative reinsurance certificate encompasses expenses incurred in connection with the underlying policy, a Pennsylvania federal judge ruled April 23.
