SAN FRANCISCO — R&Q Reinsurance Corp. is urging a California federal judge to dismiss a $1.5 million reinsurance action for lack of jurisdiction, arguing in a reply brief that it does not have “continuous and systematic contacts” with California and that the case clearly has more ties with Pennsylvania.
